In this price range we recommend the following two devices:

1. OnePlus 8 pro :
-Starting price Rs 54,999

[Note: Even though the s10+ starts at Rs 61,900 , it has been kept in this list. For strictly less than 60,000, check out the S10. It has a slightly weaker camera and a smaller display, rest of the features are almost the same, and at a price of  around 53,000.
Note: The S20 is the latest offering from Samsung, and it houses a better processor, a better 120Hz display, a better camera, and better battery life, but it starts at around Rs 66,000. So it has been kept out of this list.]

 
The Verdict: The OnePlus 8 pro is the best phone under Rs 60,000.

Comparative advantage:cheaper price, better processor, better display, faster ufs 3.0 storage, better cameras, faster charging, bigger battery.
Comparative disadvantage: single front camera, micro-sd card slot absent, slightly less secure optical fingerprint scanner.



Also, as it has been noticed in the market at this price, besides the overall best phone, people generally tend to request for either the best Samsung phone, or the best phone with a Stock Android UI, or the best iPhone. We have included these special categories as well:

The best Samsung phone: Samsung Galaxy S10+
(comparison with OnePlus 8 pro:)
Comparative advantage: dual front camera, hybrid sd card slot present, more secure ultrasonic fingerprint scanner.
Comparative disadvantage: more expensive, weaker processor, display is not as good, slower ufs 2.1 storage, weaker cameras, slower charging, smaller battery.


The best phone with Stock Android: OnePlus 8 pro
-Oxygen OS is very similar to stock android.


The best iPhone: iPhone 10s
-Price: Rs 59,998 (reference)
[The OnePlus 8 pro is technically much better than the iPhone 10s in every way, but this is for someone looking for an Apple Product at this price.]
